… The Shift in Human Nature

You're starting to see integrity change. Awareness recalibrates integrity, and the Human Being who would sit there and take advantage of another Human Being in an old energy would never do it in a new energy. The reason? It will become intuitive, so this is a shift in Human Nature as well, for in the past you have assumed that people take advantage of people first and integrity comes later. That's just ordinary Human nature.

In the past, Human nature expressed within governments worked like this: If you were stronger than the other one, you simply conquered them. If you were strong, it was an invitation to conquer. If you were weak, it was an invitation to be conquered. No one even thought about it. It was the way of things. The bigger you could have your armies, the better they would do when you sent them out to conquer. That's not how you think today. Did you notice?

Any country that thinks this way today will not survive, for humanity has discovered that the world goes far better by putting things together instead of tearing them apart. The new energy puts the weak and strong together in ways that make sense and that have integrity. Take a look at what happened to some of the businesses in this great land (USA). Up to 30 years ago, when you started realizing some of them didn't have integrity, you eliminated them. What happened to the tobacco companies when you realized they were knowingly addicting your children? Today, they still sell their products to less-aware countries, but that will also change.

What did you do a few years ago when you realized that your bankers were actually selling you homes that they knew you couldn't pay for later? They were walking away, smiling greedily, not thinking about the heartbreak that was to follow when a life's dream would be lost. Dear American, you are in a recession. However, this is like when you prune a tree and cut back the branches. When the tree grows back, you've got control and the branches will grow bigger and stronger than they were before, without the greed factor. Then, if you don't like the way it grows back, you'll prune it again! I tell you this because awareness is now in control of big money. It's right before your eyes, what you're doing. But fear often rules. …

New Delhi (AFP) – Tibetan spiritual leader the Dalai Lama urged the public to reduce fossil fuel use during a meeting with activists to mark Earth Day, warning that the climate change crisis transcends national boundaries.
 

The 86-year-old -- who is now living in exile in India's Dharamshala -- was presented Friday with a block of ice carved from one of the fast-melting glaciers in India's Himalayan Ladakh region. 

Mounted on a wooden stand, the hunk of ice was meant to highlight the effects of climate change on the Tibetan plateau. 

"In my own life I have witnessed the decline in snowfall, first in Tibet and later, in Dharamshala," the Dalai Lama said during the Earth Day event. 

He urged for the adoption of renewable sources of energy to mitigate the crisis that is posing a threat to the entire human race. 

"We need to take urgent steps to reduce our reliance on fossil fuels and adopt renewable sources of energy such as those that rely on the wind and the power of the sun," he added. 

"The threat of climate change is not limited by national boundaries -- it affects us all." 

The Himalayan ice block expedition covered around 250 kilometres (155 miles), with the trekkers travelling on foot, bicycle and in electric vehicles to raise awareness about the effect of fossil fuels on glaciers. 

They also used low-carbon technologies to keep their sample from melting.

Asia must quit 'coal addiction': UN chief

The UN chief on Saturday warned Asia to quit its "addiction" to coal, as climate change threatens hundreds of millions of people vulnerable to rising sea levels across the region.

The warning follows fresh research this week predicting that several Asian megacities, including Bangkok, Ho Chi Minh City and Mumbai, are at risk of extreme flooding linked to global warming.

Antonio Guterres said Asian countries need to cut reliance on coal to tackle the climate crisis, which he called the "defining issue of our time".

"There is an addiction to coal that we need to overcome because it remains a major threat in relation to climate change," he told reporters ahead of a meeting of the Association of Southeast Asian Nations (ASEAN) in Bangkok on Saturday.

He said countries in the region need to be on "the front line" of the fight by introducing carbon pricing and reforming energy policies.

"We are lagging behind," he said, adding that the rollback of coal could help curb rising global temperatures.

Coal remains a major source of power across Southeast Asia, where breakneck economic development has spurred soaring energy demands -- but at a cost to the environment.

About one-third of Vietnam's energy comes from coal power with a slew of new plants set to come online by 2050, while Thailand is investing in fossil fuels.

Coastal areas across Southeast Asia have already seen major floods and seawater incursion linked to climate change.

New research this week showed that at least 300 million people worldwide are living in places at risk of inundation by 2050, a much bleaker picture than previous data predicted.

Destructive storm surges fuelled by increasingly powerful cyclones and rising seas will hit Asia hardest, according to the study in the journal Nature Communications.

The UN chief also spoke on Myanmar's persecuted Rohingya Muslims, nearly three-quarters of a million of whom were driven into Bangladesh in 2017.

He urged Myanmar's government to "address the root causes of displacement and allowing of the return, voluntary and in safety and dignity" to Myanmar.

"Some steps have been done but they are too small. We need to do much more," he said.

Myanmar's de facto leader Aung San Suu Kyi is also in Bangkok for the summit and is likely to face pressure over her country's treatment of the Rohingya, particularly from Muslim-majority Malaysia and Indonesia.

Myanmar has rebuffed all international pressure so far while only hundreds of Rohingya have returned to Myanmar, due to fear of further repression.

“… 4 - Energy (again)

The natural resources of the planet are finite and will not support the continuation of what you've been doing. We've been saying this for a decade. Watch for increased science and increased funding for alternate ways of creating electricity (finally)Watch for the very companies who have the most to lose being the ones who fund it. It is the beginning of a full realization that a change of thinking is at hand. You can take things from Gaia that are energy, instead of physical resources. We speak yet; again about geothermal, about tidal, about wind. Again, we plead with you not to over-engineer this. For one of the things that Human Beings do in a technological age is to over-engineer simple things. Look at nuclear - the most over-engineered and expensive steam engine in existence!

Your current ideas of capturing energy from tidal and wave motion don't have to be technical marvels. Think paddle wheel on a pier with waves, which will create energy in both directions [waves coming and going] tied to a generator that can power dozens of neighborhoods, not full cities. Think simple and decentralize the idea of utilities. The same goes for wind and geothermal. Think of utilities for groups of homes in a cluster. You won't have a grid failure if there is no grid. This is the way of the future, and you'll be more inclined to have it sooner than later if you do this, and it won't cost as much…

Water

We've told you that one of the greatest natural resources of the planet, which is going to shift and change and be mysterious to you, is fresh water. It's going to be the next gold, dear ones. So, we have also given you some hints and examples and again we plead: Even before the potentials of running out of it, learn how to desalinate water in real time without heat. It's there, it's doable, and some already have it in the lab. This will create inexpensive fresh water for the planet. 

There is a change of attitude that is starting to occur. Slowly you're starting to see it and the only thing getting in the way of it are those companies with the big money who currently have the old system. That's starting to change as well. For the big money always wants to invest in what it knows is coming next, but it wants to create what is coming next within the framework of what it has "on the shelf." What is on the shelf is oil, coal, dams, and non-renewable resource usage. It hasn't changed much in the last 100 years, has it? Now you will see a change of free choice. You're going to see decisions made in the boardrooms that would have curled the toes of those two generations ago. Now "the worst thing they could do" might become "the best thing they could do." That, dear ones, is a change of free choice concept. When the thinkers of tomorrow see options that were never options before, that is a shift. That was number four.”

Macron calls for 'calm' in Gulf crisis: presidency

Paris (AFP) - French President Emmanuel Macron called for unity among Gulf states on Tuesday, saying he was ready to back "all initiatives to encourage calm".

Macron spoke by phone with Qatari leader Sheikh Tamim bin Hamad Al-Thani and restated the "importance of preserving stability in the region". He also reaffirmed France's readiness to stay in contact with all parties involved, the president's office said in a statement.

Bahrain, Egypt, Saudi Arabia and the United Arab Emirates severed diplomatic ties and transport links with Qatar on Monday, accusing it of supporting extremism.

US President Donald Trump threw his weight behind the effort spearheaded by Riyadh, despite Qatar's role in hosting US military operations in the fight against Islamic State (IS) extremism.

The Gulf states "said they would take a hard line on funding... extremism, and all reference was pointing to Qatar. Perhaps this will be the beginning of the end to the horror of terrorism!" Trump said on Twitter.

India ratifies historic Paris climate change pact

India, the world's third biggest carbon emitter, ratified the Paris agreement on climate change on Sunday on the birthday of the country's famously ascetic independence leader Mahatma Gandhi.

India, with a population of 1.3 billion people, is the latest big polluter to formally sign onto the historic accord which now takes a major step towards becoming reality.

Environment minister Anil Madhav Dave said "India deposited its Instrument of Ratification of the Paris Agreement on Climate Change" at the United Nations in New York.

"Great push to global actions to address climate change," he added on Twitter.

The accord, sealed last December in Paris, needs ratification from 55 countries that account for at least 55 percent of the planet's greenhouse gas emissions responsible for climate change.

With India's move, a total of 62 countries accounting for almost 52 percent of emissions have now ratified the agreement to commit to take action to stem the planet's rising temperatures.

Prime Minister Narendra Modi announced last month that October 2, a national holiday, had been chosen as the ratification date because freedom fighter Gandhi had lived his life with a low-carbon footprint.

UN chief Ban Ki-moon and others have voiced confidence the accord will come into force by the end of the year, after a string of nations joined up, including the United States and China, the two largest emitters.

"India's leadership builds on the continued strong political momentum from Paris for urgent global action on climate change," Ban said in a statement.

"Action on climate change is crucial for achieving the Sustainable Development Goals and creating a more prosperous, equitable and livable future for all people."

US President Barack Obama also commended India's move, writing on Twitter that "Gandhiji believed in a world worthy of our children. In joining the Paris Agreement, @narendramodi & the Indian people carry on that legacy."

France also welcomed India's ratification of the agreement.

French Environment Minister Segolene Royal told AFP it would "allow the accord to come into effect in record time".

And the Elysee Palace "hailed" Delhi's move.

"This decision, following that of the European environment ministers, brings us close to the Paris accord coming into effect by the end of the year."

EU environment ministers agreed last week to fast-track the ratification.

The accord requires all countries to devise plans to achieve the goal of keeping the rise of temperatures within two degrees Celsius (3.6 Fahrenheit) above pre-industrial levels.

Environmentalists welcomed Sunday's move, but urged India to work to phase out heavily-polluting coal, which it relies on heavily for electricity.

"India is one the very few large economies that has not made any promises of phasing out of coal," said Joydeep Gupta, director of "the third pole" website which focuses on environmental issues.

"This government is good on renewable energy, but not good on environmental issues. There is a lot of pushing back on air pollution, water pollution, soil pollution," he told AFP.

India, the world's fastest growing major economy, has long insisted that it needs to keep burning cheap and plentiful coal to cut crippling blackouts and bring electricity to millions of poor living without it.

India, which accounts for 4.1 percent of global emissions and is the third largest carbon-emitting country, has not agreed to cap or cut its emissions outright like some.

Instead it says it will hike up its use of green energy and reduce its emissions relative to its gross domestic product by up to 35 percent by 2030 from 2005 levels -- meaning emissions will continue to grow but at a slower rate.

Modi has set an ambitious target of reaching 100,000 megawatts of solar power by 2022, up from about 20,000 at the moment.

Modi, and other leaders of developing nations, argued in Paris that rich countries must shoulder the lion's share of responsibility for tackling climate change as they have polluted most since the Industrial Revolution.

2015 was the hottest year on record, and 2016 is shaping up to be even warmer, US and European government scientists have forecast.

India and Iran agree port deal, reviving trade ties

Tehran (AFP) - India agreed Monday to finance the development of an Iranian port as a trading hub, as Prime Minister Narendra Modi sought to revive economic ties with Tehran after the lifting of sanctions.

The Indian leader met Iranian officials including supreme leader Ayatollah Ali Khamenei and President Hassan Rouhani during a visit that he said would mark "a new chapter in our strategic partnership".

Modi and Rouhani oversaw the signing of a memorandum of understanding for the provision of a line of credit from India's EXIM Bank to develop Iran's southern port of Chabahar, on the Gulf of Oman.

Rouhani hailed the project, saying it could become a "great symbol of cooperation between Iran and India".

Modi's visit, the first by an Indian premier to Iran in 15 years, comes after international sanctions against Tehran were lifted in mid-January following an agreement with world powers over its nuclear programme.

Since that long-awaited agreement was reached in July, officials from dozens of mainly Asian and European countries have visited Iran to seek a share of its 80-million strong market.

India, China's greatest economic rival in Asia, is among the last regional powers to arrive.

Chinese President Xi Jinping visited Iran only days after the sanctions were lifted and pledged to expand trade to $600 billion in the next 10 years.

Xi's visit was in line with his signature foreign policy initiative known as "One Belt One Road".

Afghan corridor

The first train to connect China and Iran arrived in Tehran in February loaded with Chinese goods, reviving the ancient trade route known as the Silk Road.

President Park Geun-Hye of South Korea visited Iran at the beginning of this month.

Iran and South Korea decided to triple their annual trade volume to $18 billion and Woori Bank opened an office in Tehran, becoming the first South Korean lender to do so.

Modi and Rouhani were joined by Afghan President Ashraf Ghani to sign a three-way transit accord.

The deal, bypassing Pakistan to connect Iran, India, and Afghanistan to central Asia, would boost economic growth in the region, Modi said.

"We want to link to the world, but connectivity among ourselves is also a priority," he said.

"The corridor would spur unhindered flow of commerce throughout the region. Inflow of capital and technology could lead to new industrial infrastructure in Chabahar."

India thirsty for oil

The port, "when linked with the International North South Transport Corridor, would touch South Asia at one end and Europe at another."

Rouhani said it was "not merely an economic document but a political and regional one" with a message of regional opportunities for development.

He cautioned the agreement was not against any other country, but to the benefit of "peace and stability in the region".

"Other countries too can join this document of partnership in future."

The volume of trade between Iran and India in the past 11 months reached $9 billion, according to Iran's official IRNA news agency.

India is reportedly seeking to double its imports of oil from the Islamic republic.

Tehran was New Delhi's second largest oil supplier until 2011-12, when the sanctions cut its dependence on Iranian oil.

India still owes Iran $6.5 billion that Tehran was unable to recover because of the international sanctions. India has begun paying back the debt.

"As you mentioned, in addition to oil and gas, Chabahar, one of the major east-west and south-north connecting points can be a platform for deep, long-term and beneficial cooperations," he told Modi.

The Afghan president praised his counterparts and said the Chabahar partnership was only the beginning.

"I thank them because they believe that Afghanistan is going to be stable and they are wagering on our stability," said Ghani.

He also met Iran's supreme leader at the end of his brief visit.

"Iran will never withhold any technical, engineering or infrastructural help from Afghanistan to harvest its natural resources," Khamenei told him.

China, US join record UN signing of Paris climate deal

United Nations (United States) (AFP) - A record 175 countries, including the world's top polluters China and the United States, signed the Paris climate deal Friday, boosting hopes of quick action on combating global warming.

French President Francois Hollande was the first leader to put his signature to the accord during a ceremony at the United Nations, followed by leaders from island-states hardest hit by climate change.

US Secretary of State John Kerry came to the podium cradling his two-year-old granddaughter Isabelle and triggered warm applause from delegates as he signed the historic deal.

It was the largest ever one-day signing of an international agreement.

Held on Earth Day, the ceremony comes four months after the hard-won deal was clinched in Paris and marks a first step toward binding countries to the promises they made to cut greenhouse gas emissions.

"This is a moment in history," UN Secretary-General Ban Ki-moon told leaders gathered at the UN General Assembly.

"Today you are signing a new covenant with the future."

Holdout countries still have a year to sign the deal, but the focus has now turned to swift ratification and entry into force before the target date of 2020.

The Paris agreement will come into force when 55 countries responsible for 55 percent of the world's greenhouse gases have ratified it.

Together the signatories at the UN ceremony account for 93 percent of global greenhouse gases, according to calculations by the World Resource Institute.

France's parliament will give final approval before this summer, Hollande said, urging the 28-nation European Union to "lead by example" and ratify the deal before the end of the year.

Momentum is building to ensure the agreement enters into force quickly.

China and the United States said they will ratify this year and are pushing for others to follow suit so that the agreement becomes operational possibly as early as late 2016 or in 2017.

Caught in election-year turmoil, the United States plans to ratify the Paris accord with an executive agreement, bypassing the Senate and setting up a complex process for any future president wishing to pull out.

World now watching

Canada's Prime Minister Justin Trudeau said he would ask parliament next month to endorse the accord with a vote this year and pledged to help developing countries confront the challenge.

"They shouldn't be punished for a problem they didn't create nor should they be denied the opportunities of clean growth," said Trudeau, drawing loud applause.

Actor and environmental campaigner Leonardo DiCaprio urged leaders on, telling them: "The world is now watching".

"You will either be lauded by future generations or vilified by them," he said.

A total of 15 countries or parties, most of them island-states, formally presented the completed ratification to the United Nations.

"Some may say it's only a small step. We need to make it a huge one," said the prime minister of the Polynesian island of Tuvalu, Enele Sosene Sopoaga.

Agreed by 195 nations, the Paris deal sets the goal of limiting global warming to "well below" 3.6 degrees Fahrenheit (two Celsius) above pre-industrial levels, by moving to clean energy.

Ban stressed that the window for keeping the global temperature rise in check was rapidly closing.

Last month was the hottest March in modern history and 2016 is shaping up as a record-breaking year for rising global temperatures.

This year's El Nino -- dubbed "Darth Nino" -- is wreaking havoc, with droughts, floods, severe storms and other extreme weather patterns.

The signing ceremony was seen as a triumph for Ban, who pushed for the deal throughout his tenure and has listed the agreement in Paris as one of his proudest moments as UN chief.

“…  4 - Energy (again)

The natural resources of the planet are finite and will not support the continuation of what you've been doing. We've been saying this for a decade. Watch for increased science and increased funding for alternate ways of creating electricity (finally). Watch for the very companies who have the most to lose being the ones who fund it. It is the beginning of a full realization that a change of thinking is at hand. You can take things from Gaia that are energy, instead of physical resources. We speak yet again about geothermal, about tidal, about wind. Again, we plead with you not to over-engineer this. For one of the things that Human Beings do in a technological age is to over-engineer simple things. Look at nuclear - the most over-engineered and expensive steam engine in existence!

Your current ideas of capturing energy from tidal and wave motion don't have to be technical marvels. Think paddle wheel on a pier with waves, which will create energy in both directions [waves coming and going] tied to a generator that can power dozens of neighborhoods, not full cities. Think simple and decentralize the idea of utilities. The same goes for wind and geothermal. Think of utilities for groups of homes in a cluster. You won't have a grid failure if there is no grid. This is the way of the future, and you'll be more inclined to have it sooner than later if you do this, and it won't cost as much.

Water

We've told you that one of the greatest natural resources of the planet, which is going to shift and change and be mysterious to you, is fresh water. It's going to be the next gold, dear ones. So, we have also given you some hints and examples and again we plead: Even before the potentials of running out of it, learn how to desalinate water in real time without heat. It's there, it's doable, and some already have it in the lab. This will create inexpensive fresh water for the planet.

There is a change of attitude that is starting to occur. Slowly you're starting to see it and the only thing getting in the way of it are those companies with the big money who currently have the old system. That's starting to change as well. For the big money always wants to invest in what it knows is coming next, but it wants to create what is coming next within the framework of what it has "on the shelf." What is on the shelf is oil, coal, dams, and non-renewable resource usage. It hasn't changed much in the last 100 years, has it? Now you will see a change of free choice. You're going to see decisions made in the boardrooms that would have curled the toes of those two generations ago. Now "the worst thing they could do" might become "the best thing they could do." That, dear ones, is a change of free choice concept. When the thinkers of tomorrow see options that were never options before, that is a shift. That was number four. ….”

Let us talk for a moment about Japan, and then I'll close the day of messages. There are thousands of souls on my side of the veil and they're just fine, more than fine. We have spoken so often of what happens at the Wind of Birth. I told you, before they even came in, they saw the potential. I looked in their eyes. "You may not last long. You know that, don't you? You're coming into this planet and you may not be here very long. And the passing that you will have with your family will not be pleasant, if any ever are. Why would you come in anyway?" I want to tell you what they said. When a soul has the mind of God, it understands fully what generates peace and what generates energy shift. You can clearly see what generates what the planet needs the most when you are about to arrive. So they said, "We're going to be part of one of the biggest compassion events the planet has ever seen." One earthquake, one tsunami. All of those who left that day will change the earth forever. And it already has. It was the same for the last tsunami as well.

Every single one of them on my side of the veil is getting ready to come back. Many old souls were involved, and just for a moment, if they could give you any information, if they could talk to you right now, if they could speak your language and look into your eyes, they would thank you for your compassion for them and those who are left. And they would say, "Be with those family members who are still alive. Enter their hearts every day and give them peace and keep them from crying, because we're OK."

Nuclear Power Revealed

So let me tell you what else they did. They just showed you what's wrong with nuclear power. "Safe to the maximum," they said. "Our devices are strong and cannot fail." But they did. They are no match for Gaia.

It seems that for more than 20 years, every single time we sit in the chair and speak of electric power, we tell you that hundreds of thousands of tons of push/pull energy on a regular schedule is available to you. It is moon-driven, forever. It can make all of the electricity for all of the cities on your planet, no matter how much you use. There's no environmental impact at all. Use the power of the tides, the oceans, the waves in clever ways. Use them in a bigger way than any designer has ever put together yet, to power your cities. The largest cities on your planet are on the coasts, and that's where the power source is. Hydro is the answer. It's not dangerous. You've ignored it because it seems harder to engineer and it's not in a controlled environment. Yet, you've chosen to build one of the most complex and dangerous steam engines on Earth - nuclear power.

We also have indicated that all you have to do is dig down deep enough and the planet will give you heat. It's right below the surface, not too far away all the time. You'll have a Gaia steam engine that way, too. There's no danger at all and you don't have to dig that far. All you have to do is heat fluid, and there are some fluids that boil far faster than water. So we say it again and again. Maybe this will show you what's wrong with what you've been doing, and this will turn the attitudes of your science to create something so beautiful and so powerful for your grandchildren. Why do you think you were given the moon? Now you know.

This benevolent Universe gave you an astral body that allows the waters in your ocean to push and pull and push on the most regular schedule of anything you know of. Yet there you sit enjoying just looking at it instead of using it. It could be enormous, free energy forever, ready to be converted when you design the methods of capturing it. It's time.

So in closing, do you understand what you're seeing? You're seeing intelligent design, quantum energy and high consciousness. You are seeing changes in Human nature. You're seeing countries putting things together instead of separating. You are seeing those who don't want war and instead want peace, good schools for their children, safety in their streets and a say in their government. We told you it was going to happen this way. Japan orders shutdown of two nuclear reactors over safety fears

A Japanese court Wednesday ordered the shutdown of two nuclear reactors previously declared safe under post-Fukushima safety rules, a decision that comes just days before the fifth anniversary of the atomic disaster.

The order will bring the number of operating reactors in Japan down to two. Dozens were shuttered in the wake of Fukushima, the world's worst nuclear accident in a generation

The ruling by the Otsu District Court -- the first to force the shutdown of reactors switched on under stricter safety rules adopted after the 2011 disaster -- is a blow to Prime Minister Shinzo Abe's bid to bring back nuclear power.

The ruling ordered the shuttering of Kansai Electric's No. 3 and No. 4 reactors at the Takahama nuclear plant, some 350 kilometres (215 miles) west of Tokyo.

The No.4 reactor was taken offline last month due to an unexpected technical glitch days after it restarted, while the No. 3 reactor is currently operating.

Kansai Electric said it would respect the "extremely regrettable" decision and shut down operations. But the utility firm said it would appeal.

"This court order is not something the company can accept," it said in a statement.

Television footage showed plaintiffs and local residents cheering and holding banners after the ruling.

"I'm so happy and praise the court's courage," said one person celebrating outside the courthouse.

The bid to restart Japan's nuclear reactors has become entangled in a web of lawsuits amid fears about another Fukushima-style accident.

In December, another court sided with Kansai Electric by lifting a temporary injunction blocking the restart of the two reactors covered by Wednesday's ruling.

'Landmark victory'

The latest case was filed by residents in neighbouring Shiga prefecture who argued that the reactors posed a risk to Lake Biwa, a key water source for the region.

An accident similar to Fukushima would contaminate the lake, they argued.

"This is a landmark victory for people living in the shadow of shut-down reactors across Japan and a devastating blow against the nuclear industry and the policies of the Abe government," said Hisayo Takada, deputy programme director at Greenpeace Japan.

"It’s a clear message that nuclear power has no place in Japan’s energy future."

The decision comes about a week after three former executives of Tokyo Electric Power (TEPCO), the operator of the Fukushima plant, were indicted on criminal negligence charges over the 2011 accident.

It will be the first criminal trial over responsibility for the tsunami-sparked reactor meltdowns that forced thousands from their homes in the world's worst nuclear accident since Chernobyl in 1986.

Two reactors in the southern prefecture of Kagoshima, operated by Kyushu Electric Power, restarted last year, ending the two-year hiatus in nuclear power generation.

A pair of reactors were briefly switched on again after the accident but were then shuttered.

Anti-nuclear sentiment still runs high in Japan and there was widespread opposition to restarts.

Abe and utility companies have been pushing to get reactors back in operation, as the disaster forced Japan to turn to pricey fossil fuels to plug an energy gap left by the shutdowns.

Abe has argued that resuming nuclear power is key to Japan's energy policy, but memories of Fukushima are still fresh for many.

Japan's entire stable of reactors was shuttered in the aftermath of the disaster, when a huge undersea quake sent towering waves smashing into the coast, swamping the Fukushima Daiichi nuclear plant and sparking reactor meltdowns.

Japan has since set up an independent atomic watchdog, the Nuclear Regulation Authority (NRA), replacing the previous arrangement where the industry ministry both oversaw the regulator and promoted nuclear power.
