China's premier, Li Keqiang, and other leaders on Wednesday vowed to fully implement the "Four Comprehensives" strategic layout in order to realize economic and social development targets.

China's premier, Li Keqiang, and other leaders on Wednesday vowed to fully implement the "Four Comprehensives" strategic layout in order to realize economic and social development targets.
The
"Four Comprehensives" refers to a political concept initiated by
Chinese president Xi Jinping, which is comprised of "comprehensively
building a moderately prosperous society, comprehensively deepening reform,
comprehensively advancing the rule of law, and comprehensively strictly
governing the Communist Party of China (CPC)."
They made
the remarks while joining panel discussions with members of the National
Committee of the Chinese People's Political Consultative Conference (CPPCC),
the country's top political advisory body.
In
accordance with the "Four Comprehensives," China should make greater
effort to stabilize growth, expand effective demand and withstand downward
pressure, in an effort to keep economic operation within a proper range, Li
told CPPCC National Committee members from the economic and agricultural
circles.
Reform
shall be pushed forward, with a focus on cutting government red tape, reforming
the tax and financial sector, as well as reforming state-owned enterprises and
assets, Li said.
Li promised
to inject vigor into the market by promoting mass entrepreneurship and
innovation. He also stressed economic restructuring by offering more public
goods and services to the people and boosting consumption relating to
information and tourism.
The premier
also emphasized green, safe, and efficient development of the agricultural
sector.
Zhang
Dejiang, chairman of the Standing Committee of the National People's Congress,
joined the discussion with political advieors from the Hong Kong and Macao
special administrative regions (SARs).
Zhang urged
a full and accurate understanding of the principle of "one country, two
systems" and the safeguarding of the authority of the Constitution and the
Basic Law.
Zhang said
the central government will fully support the law-based governance of Hong Kong
and Macao SAR chief executives and the SAR governments.
Top
political adviser Yu Zhengsheng urged CPPCC National Committee members from the
religious sector to advance religious work in a healthy way under the rule of
law.
Religious
extremism shall be firmly rejected and the harmonious and stable development of
religions in China shall be safeguarded, Yu said.
Liu
Yunshan, a member of the Standing Committee of the Political Bureau of the CPC
Central Committee, participated in a discussion by political advisors from the
All China Federation of Trade Unions and sectors of social welfare and
security.
He urged
officials to continuously improve their work style with persistent will and
patience to promote development.
Long-term
and effective mechanisms should be established to ensure the improvement of
work style, Liu said.
He also
called for taking care of workers who face difficulties, with low income or who
suffer from a disability by enhancing employment, social security and
protection of workers' rights and interests.
A joint panel
discussion by members of the China National Democratic Construction Association
and non-Party personages was attended by Wang Qishan, head of the CPC Central
Commission for Discipline Inspection.
Wang said
the CPC has taken it as a significant mission to build a clean Party and combat
corruption since its 18th national congress.
The success
of the fight depends on whether it wins public support and satisfaction, he
said, "The ruling party must always be on the way to fight against
corruption."
Joining the
discussion with political advisers from the science and technology sector, Vice
Premier Zhang Gaoli urged the speeding up of innovation-led development and the
deepening of the sector's institutional reform, in order to provide a strong
back-up for economic development and improving people's life.
CPPCC
National Committee members convened Tuesday in Beijing for their annual full
session that is scheduled to last 10 days.
