Beijing
(AFP) - China will ban all domestic ivory trade and processing by the end of
2017, state media reported Friday, a move hailed by activists as a "game
changer" for African elephants.
African
ivory is highly sought after in China where it is seen as a status symbol --
prices for a kilo (2.2 pounds) can reach as much as $1,100.
"China
will gradually stop the processing and sales of ivories for commercial purposes
by the end of 2017," the official Xinhua news agency said, citing a
government statement.
"Before
that deadline, law enforcement agencies will continue to clamp down on
illegalities associated with the elephant's tusk," Xinhua added, citing an
official with the State Forestry Administration.
The
announcement follows Beijing's announcement in March to widen a ban on imports
of all ivory and ivory products acquired before 1975, after pressure to
restrict a trade that sees thousands of elephants slaughtered every year.

Xinhua said
the complete ban would affect "34 processing enterprises and 143
designated trading venues, with dozens to be closed by the end of March
2017".
"This
is great news that will shut down the world's largest market for elephant
ivory," Aili Kang, executive director of the Wildlife Conservation Society
in Asia, said in a statement.
"I am
very proud of my country for showing this leadership that will help ensure that
elephants have a fighting chance to beat extinction. This is a game changer for
Africa's elephants."
Conservationists
estimate that more than 20,000 elephants were killed for their ivory last year,
with similar tolls in previous years. The WWF campaign group says 415,000 of
the animals remain.
The
Convention on International Trade in Endangered Species of Wild Fauna and Flora
(CITES), which took effect in 1975, banned the ivory trade in 1989.
China
permits the resale of ivory bought before the 1989 ban -- and also has a
stockpile purchased with CITES approval in 2008, which it releases for sale
with certification.
WWF also
praised China's move to a complete ban but called on the Chinese territory of
Hong Kong to bring forward a plan to end its ivory trade by 2021.
WWF said
legal research published by the conservation group shows an ivory ban could be
imposed "much sooner under current Hong Kong law".
"With
China’s market closed, Hong Kong can become a preferred market for traffickers
to launder illegal ivory under cover of the legal ivory trade," said
Cheryl Lo, senior wildlife crime officer at WWF.
The United
States -- the world's second-largest consumer of illegal ivory after China --
announced in June a near-total ban on the trade of African elephant ivory but
with notable exemptions including antiques.
British singer George Michael, who sold more than 100 million albums in his career, has died aged 53 (AFP Photo/LEON NEAL)
London
(AFP) - British pop star George Michael, who rose to fame with the band Wham!
and sold more than 100 million albums in his career, has died aged 53, his
publicist said.
"It is
with great sadness that we can confirm our beloved son, brother and friend
George passed away peacefully at home over the Christmas period," the
publicist said in a statement.
Thames
Valley Police said the ambulance service had attended a property in Goring in
Oxfordshire, where the singer lived, at 1342 GMT on Sunday and a 53-year-old
man was confirmed dead at the scene.
"At
this stage the death is being treated as unexplained but not suspicious. A
post-mortem will be undertaken in due course," the police said.
Billboard
magazine quoted Michael's manager Michael Lippman as saying the singer had died
of heart failure.
Singer
Elton John published a picture of himself with Michael on his Instagram
account.
"I am
in deep shock. I have lost a beloved friend - the kindest, most generous soul
and a brilliant artist," the British star wrote.
Madonna
posted a video of herself presenting Michael with an award and wrote:
"Farewell my Friend! Another Great Artist leaves us."
Michael was
due to release a documentary in 2017 after a period of living as a virtual
recluse in which he hit the headlines for a series of bizarre incidents linked
to drugs.
Earlier
this month it was also announced that producer and songwriter Naughty Boy,
whose real name is Shahid Khan, was working with Michael on a new album for
next year.
Michael was
best known for his 1980s hits "Last Christmas", "Freedom",
"Careless Whisper" and "Wake Me Up Before You Go Go" but
his career spanned more than three decades.
He won a
string of awards including two Grammies and three Brits.
His last
album "Symphonica" (2014) rose to number one in the charts.

'Talented soul'
Many
tributes to Michael referred to other music world deaths in 2016, starting with
David Bowie in January and including Status Quo guitarist Rick Parfitt who died
on Saturday.
"2016
- loss of another talented soul. All our love and sympathy to George Michael's
family," the band Duran Duran, which were 1980s contemporaries of Wham!,
said on their official Twitter account.
Referring
to him by his nickname "Yog" (Yours Only George), Wham! co-star
Andrew Ridgeley said he was "heartbroken" by Michael's death.
Canadian
musician Bryan Adams tweeted: "I can't believe it. Such an incredible
singer and a lovely human being, far too young to leave us."
Tributes
poured in from outside the music world too.
Football
presenter and former England captain Gary Lineker tweeted: "No, not George
Michael as well. Another musical great leaves us this year. 2016 can just sod
off."
"Star
Trek" actor George Takei referred to some of Michael's greatest hits in a
tweet, writing: "Rest with the glittering stars, George Michael. You've
found your Freedom, your Faith. It was your Last Christmas, and we shall miss
you."

Drug
charges, health scares
Michael was
born Georgios Kyriacos Panayiotou to a Greek Cypriot father and English mother
in north London in 1963.
He met
Ridgeley at high school and the pair went on to form Wham! in 1981.
With their
good looks, perma-tans, highlighted hair and hedonistic image, the duo captured
the go-getting spirit of the age and fast became one of Britain's biggest pop
acts.
In 1985,
Wham! became the first Western pop band to perform in China as the country was
slowly beginning to open up to the outside world under reformist leader Deng
Xiaoping.
Following
years of speculation over his sexuality, Michael came out as gay in 1998 after
being arrested for committing a lewd act in the public toilet of a Los Angeles
park.
It was the
first of several incidents that were to overshadow his musical career in his
later years.
He notched
up police cautions for cannabis and crack cocaine possession and in 2010 was
sentenced to eight weeks in jail after crashing his car into a London shop
while under the influence of cannabis and prescription medication.
In 2011, he
spent several weeks in hospital in Vienna after contracting pneumonia, later
saying that he had been close to death.
There were
fresh concerns in 2013 when he had to be airlifted to hospital after falling
out of his chauffeur-driven Range Rover as it travelled at high speed on a
motorway.
Old souls, let me tell you something. If you are old enough, and many of you are, you have been everything. Do you hear me? All of you. You have been both genders. All of you have been what I will call between genders, and that means that all of you have had gender switches. Do you know what happens when it's time for you to switch a gender? We have discussed it before. You'll have dozens of lifetimes as the same gender. You're used to it. It's comfortable. You cannot conceive of being anything else, yet now it's time to change. It takes approximately three lifetimes for you to get used to it, and in those three lifetimes, you will have what I call "gender confusion." It isn't confusion at all. It's absolutely normal, yet society often will see it as abnormal. I'm sitting here telling you you've all been through it. All of you. That's what old souls do. It's part of the system.…”
The puzzle during your life is about how much of this truth of being part of the creator you can accept. How far can you open the quantum door to see this truth when you are alive? This single attribute determines how enlightened you become during life. Listen: It's not how much knowledge and experience in is your Akash, but how much you allow yourself to believe it. There are many old souls on this planet who have an amazing amount of spiritual learning, yet they don't want to touch that "spiritual jar" within them at this point in their lives. This is the free choice of the Human Being we speak about.
There is immense planning that puts you at the Wind of Birth. What did you accomplish during the last lives, if anything? Who were you and what did you do? What energies did you start that were not complete that you wish to continue? What soul group were you in? Who were your parents? Are you in certain soul agreements to become their grandchildren? That is more common than you think! There are so many things that go into the planning of the "entry energy" of your life, and each life potential is different and unique. The planning is done by you when you have "the mind of God" on my side of the veil.
Humans don't like the fact that there is no generic spiritual instruction manual that states, "Here is what happens and here is what to do." Listen, dear ones, humanity is honored way above that! Are all your children the same? Do books on how to raise children always work for your child? The answer is no, because each soul is totally unique. But Humans still wish to have a list of things to do and not to do, as though each soul somehow came out of a spiritual machine that made them all the same. No. Instead, Spirit honors each soul with unique choice and a tremendous variety of energy selections.
The Great Artists
There are certain attributes that Humans receive on the planet, and we'll call them creative attributes. These are almost quantum attributes that may take several lifetimes to complete. What often happens to these creatives is that they go through a series of lifetimes as though it were one in order to have completion of their creative cycle. Famous artists will come back, and the first thing they want to do is pick up a brush and continue what they did before. Famous composers, famous poets and sculptors will come back and simply keep going! It's so obvious, yet you deny this in your scientific way.
So the creatives are different from the others, and their puzzle is to bring the planet the greatest treasures of art through a unified series of lives, yet personally they try to sort out the puzzle of "what they carry inside is valuable, but nobody knows it". If you've noticed, most of the great artists who have even lived and are here today carry a burden that is easily identified as "lack of self-worth". Do you see the set-up? It's ripe for personal discovery, isn't it? So can you see the Human standing in the Wind of Birth, ready to continue what they only began last time? With the "mind of God", there is a smile on their face as they hear the music that they will compose, for it's with them when they arrive.
As you stand at the Wind of Birth, you are completely and totally a unique creature with incomplete energies. It takes more than one short earthly life to create Human attributes that grow into maturity. Even non-creatives (most of you) have a lineage of starting something that never got fully completed. Sometimes it's within relationships. Sometimes it's learning or teachings. Old souls are good at this coming and going and often pick up where they leave off as they slowly change the planet by their very presence upon it. The old soul is, "Sewing the seeds of light on the carpet of linear time, not even knowing that he will also be harvesting those exact mature plants of wisdom as he returns in a subsequent life."
Therefore, dear one, you don't arrive with a blank slate, but you have to know that, don't you? The old soul feels it. The only ones who arrive with a completely blank slate are the newbies [first timers] and we'll talk about that in the next wind. But this is a room of old souls who are hearing and reading right now. Each of you is here with a spiritual jar that is filled with the experience of living on Earth, and sometimes even the attribute of "awakening to your own mastery". ….”
"... Question Three: Is there life on other planets?
... I will tell you, as long as you stay in 3D, you'll still be getting in little metal cans and air suits and going to planets. As soon as you begin the quantum age, however, you will simply wish yourself there, because you will be entangled with everything and can go with intent. If you don't believe this now, you will later, for what I give you is true. It may be lifetimes and lifetimes from now, but the group that is before me is the group that is going to come back over and over. The difference is that you're done coming back in an old energy. This is a new energy..
When you come back, dear one, everything you know will be in your DNA and be on top [available]. You're not going to have to go through what you did before. As soon as you decide to look around and open the door [metaphor for free choice to awaken], everything you've learned this time around will be right there.
This is the attribute of what you would call "a child of new consciousness," which you have labeled with a color - indigo. The child remembers who they are. They are conceptual, and you believe they have to be taught from scratch! Hardly! They remember! Do you understand what is taking place? We told you this last time, but we want to review something with you: The animal on the prairie drops its calf and within hours, the calf is up, running with the herd. Did you know that the calf instantly knows who its enemies are, what water to drink that doesn't smell right, and what berries to eat that are not poison? Where did that come from? How did that infant animal know these things? The answer is that this information was biologically inherited. You call it instinct. But when you have a Human baby - nothing! It doesn't know anything but that it's hungry. It requires 20 years of teaching! Aren't you tired of that? Did you ever think about why the animals have so much knowledge to begin with and you have so little? Does that seem correct for the top of the evolutionary ladder? It's time for that to change.
You're starting to see it, even with the indigos. They come in knowing. That's why they're so impatient. You're trying to teach them things they already know instinctively. Just like the calf on the prairie, they come in knowing. Some of them try to teach you. That doesn't always go well. That was question three...."

"..... DNA - A Quantum Force
Now we get to the core truth, don't we? So I will tell you. The ninety percent of DNA which is quantum, is filled with information, both esoteric and timeless. It is a quantum blueprint for everything you are and have been since you arrived on the planet the first time. DNA contains instruction sets for your life; everything from your full Akashic Record - every single lifetime you have had - to the benevolent creator's fingerprint within the seeds of creation itself. Every single talent you ever had is there, even if you don't have any of those today... the record is there. Every predisposition of weakness and strength are there. Biologically, every single instruction to every single stem cell is there. . ..."
"..... DNA is a Dynamic Molecule, not a static one.
Humanity is stuck in the 3D portion of their biological thinking. In your 3-D life, you simply accept the chemistry you're given. You act as though the three percent gene producing part is all there is. You believe it is a chemical protocol that is unchangeable and simply "you." You don't see it for the way it's designed. It's dynamic and always has been. It's not set, but will continue to simply repeat what it does unless there is another quantum influence on it.
Therefore you live with the 3 percent as though it were all there is, and since it just "came with your body" and seems to control everything, you never talk to it. Many of you come in with pre-dispositions based upon the karma which is put upon you from your past lives. You don't come in clean [without karmic energy]. Instead, you arrive with pre-dispositions, fears and phobias. Some are positive. Perhaps you come in as a prodigy continuing your last life... the 8-year-old who can paint like a master and do brushstrokes that take 30 years to develop. What does that tell you about what must be in the DNA?
Perhaps you come in as the composer, the pianist, the prodigy, the violinist, just waiting until your hands can go on the fingerboard or can reach up and fret the notes. Perhaps you come in knowing how to play the piano, just waiting for your hands to get big enough to do what you used to do... without any lessons. How do you explain that, dear ones? The answer is that all this is contained in the dynamic quantum instruction sets of your DNA... the part you never talk to it. .."
Young Israeli settlers gather in the settlement outpost of Amona in the West Bank on December 18, 2016 (AFP Photo/MENAHEM KAHANA)
United
Nations (United States) (AFP) - The UN Security Council on Friday demanded that
Israel halt settlements in Palestinian territory, after the United States
refrained from vetoing a resolution condemning its closest Middle East ally.
In a rare
and momentous step, the United States instead abstained, enabling the adoption
of the first UN resolution since 1979 to condemn Israel over its settlement
policy.
Applause
broke out in the chamber after the text was passed with support from all
remaining members of the 15-member council.
The
landmark move by the Security Council came despite an effort led by Israel and
backed by US President-elect Donald Trump to block the text.
Israeli
Prime Minister Benjamin Netanyahu immediately rejected the UN resolution and
slammed the outgoing administration of President Barack Obama for refusing to
veto it.
"Israel
rejects this shameful anti-Israel resolution at the UN and will not abide by
its terms," a statement from Netanyahu's office said.
"The
Obama administration not only failed to protect Israel against this gang-up at
the UN, it colluded with it behind the scenes," it said.
"Israel
looks forward to working with President-elect Trump and with all our friends in
Congress, Republicans and Democrats alike, to negate the harmful effects of
this absurd resolution."
Trump
reacted after the vote by promising change at the world body after he takes
office next month.
"As to
the U.N., things will be different after Jan. 20th," he tweeted.

Saving
two-state solution
Ambassador
Samantha Power said the US abstention stemmed from concerns that the expansion
of the Jewish outposts was threatening the two-state solution aimed at
achieving peace by creating a Palestinian state alongside Israel.
"We
cannot stand in the way of this resolution as we seek to preserve a chance of
attaining our longstanding objective of two states living side by side in peace
and security," she said.
"The
settlement problem has gotten so much worse that it is now putting at risk the
very viability of that two-state solution."
Palestinian
president Mahmud Abbas's office said the vote was "a big blow" to
Israeli policy and a show of "strong support for the two-state
solution."
Israeli
settlements are seen as a major stumbling block to peace efforts, as they are
built on land the Palestinians consider part of their future state.
The United
Nations maintains that settlements are illegal, but UN officials have reported
a surge in construction over the past months.
Some
430,000 Israeli settlers currently live in the West Bank and a further 200,000
Israelis live in east Jerusalem, which Palestinians see as the capital of their
future state.
The
resolution demands that "Israel immediately and completely cease all
settlement activities in the occupied Palestinian territory, including East
Jerusalem."
It states
that Israeli settlements have "no legal validity" and are
"dangerously imperiling the viability of the two-state solution."

A 'no'
vote for negotiation
Israeli
Ambassador Danny Danon bluntly told the council that the resolution would not
have the hoped-for impact of spurring peace efforts.
"By
voting 'yes' in favor of this resolution, you have in fact voted 'no'. You
voted 'no' to negotiation, you voted 'no' to progress and a chance for better
lives for Israelis and Palestinians, and you voted 'no' to the possibility of
peace," Danon told the council.
Palestinian
ambassador Riyad Mansour said the resolution "may be too little, too
late."
Friday's
vote was scheduled at the request of four countries -- New Zealand, Malaysia,
Senegal and Venezuela -- who stepped in to push for action a day after Egypt
put the draft resolution on hold.
Egyptian
President Abdel Fattah al-Sisi backtracked on the move to condemn Israel's
settlement policy after receiving a phone call from President-elect Trump, who
spoke out in favour of a US veto.
The United
States vetoed a similar resolution in 2011, which was the sole veto cast by the
Obama administration at the Security Council.
Washington
has used its veto a total of 30 times to block council resolutions concerning
Israel and the Palestinians, according to Security Council Report, a research
organization.
It last
abstained in 2009 on a resolution calling for a ceasefire in Gaza.
The Middle
East peace process has been comatose since a US initiative to re-launch peace
talks collapsed in April 2014.
France has
announced plans to host an international conference on January 15 to try to
restart talks based on the two-state solution.
Trump
campaigned on a promise to recognize Jerusalem as Israel's capital and chose as
ambassador to Israel the hardliner David Friedman, who has said Washington will
not seek to curtail settlement building in the occupied West Bank.

“… What have we told you about the bridge? Actually, not much except that in crossing the bridge, the old energy ones were not going to like it. Old energy does not want you to escape! Old energy doesn't want you to cross the bridge because it can't cross. Did you know that? It can't cross. The old paradigms of Human nature that you've known all of these millenniums have to stay on the old side of the bridge. It cannot cross, for the bridge rejects all that is not in love, compassion and light. Those things that are dark, including Human nature of the past, will not be able to go. But the ones I speak to right now are already on the bridge. That was your design, old soul, and those are the words that are ringing in your ears to this day and the ones given at the wind of birth, that this might happen in your lifetime. So what's going to happen next?
Swords
Let us talk about the swords: When you hear the word sword, the first thing that occurs to you is battle. The Bridge of Swords is a battle and we told you that as well. Swords are metaphoric and they mean many things, so let us describe the things we mean them to say to you.
Number one: They are indeed a weapon in a battle. There is a battle coming. "Kryon, does that mean there's going to be a war?" Potentially, yes. Right now we will tell you that the Middle East cooks itself. You've noticed, haven't you? What do you know about the Middle East, dear one? Let's start examining things for a moment. What energy did you grow up in? What was the energy of the Middle East? In the '40s, what was the energy? With the establishment of the state of Israel, you built a wall of hate, both sides. The wall was so thick that the children of both sides were taught to hate one another as soon as they were able to understand the language. They were told who their enemies were. Now, where were you then?
Some of you weren't here yet. By the time you arrived, in your youth, were you aware of the Middle East? Not particularly. "What's the hatred about?" you might ask. What if I told you it's about a family feud? Two sons of a Jewish master are involved. One founded the Arabs and one remained a Jew. They don't want to hear this, but they are all Jews. (Don't tell them this.)
If you look at the lineage, it's pretty obvious and yet it's a complete and total set-up for either solution or war. The set-up would have this world ending in a conflagration that would have been brought about by this hatred. That's in the prophecy of Nostradamus and your scripture, but it is no longer the prophecy of the planet. Yet the hatred still exists. The hatred is as great today as it was then, but where was all the terrorism 40 years ago? It was isolated.
Those in Israel and Palestine and surrounding areas took the brunt of it, but now it's seemingly everywhere - and you're worried. Why would this be? The answer is that the old energy was happy to have this hatred contained, for it would keep it going and never involve outsiders. Outsiders tend to bring unwanted light to the party. Suddenly, the whole earth is involved and can see the entire scenario before them. The old guard wants war, just like all the eons before them. The ones on the bridge are holding the light and showing the earth how to cross. Even many younger ones in Israel and Palestine and Iran are holding light! It's all around the old guard and they are furious, for they are losing the "battle of hatred." …”
A Manila crime scene where two alleged drug dealers were gunned down by unidentified men in October
Philippine
Catholic leaders and rights groups on Monday condemned as "barbaric"
President Rodrigo Duterte's plan to restore the death penalty and execute
"five or six" criminals daily.
Duterte,
71, has made reviving the death penalty in the mainly Catholic nation his top
legislative priority as part of a brutal war on crime that has killed 5,300
people.
"There
was death penalty before but nothing happened. Return that to me and I would do
it every day: five or six (criminals). That's for real," Duterte said
Saturday.
An official
at the influential Catholic Bishops' Conference of the Philippines said the
Church "totally opposed" Duterte's plan.
"The
Philippines will be viewed as very barbaric," Father Jerome Secillano,
executive secretary at its public affairs office, told AFP.
"It's
going to make the Philippines the capital of death penalty in the world."
The
Philippines abolished the death penalty in 2006 following fierce opposition to
the penalty from the Catholic Church, the religion of 80 percent of Filipinos.
Before
assuming office in June, Duterte vowed to introduce executions by hanging,
saying he did not want to waste bullets and believed snapping the spinal cord
was more humane than a firing squad.
Duterte
said he viewed the death penalty not as a means to deter crime but for
retribution.
Rodrigo
Duterte shows images of allegedly criminal Philippine politicians at
a meeting
with the Filipino community in Singapore on December 16, 2016
His allies
in the House of Representatives quickly pushed for the bill and said they would
vote on it by January.
The United
Nations' human rights chief, Zeid Ra'ad Al Hussein, said in a letter to the
Philippine congress this month that reviving the death penalty would violate
the country's international obligations.
But on
Saturday Duterte insisted executions were necessary to fight the drug scourge
which he said was "destroying" the nation.
While his
aides dismiss his incendiary statements as hyperbole, rights advocates said
Duterte's remarks were alarming.
"Setting
a quota for executions is just too much. One death is too much because we are
talking about lives," Amnesty International Philippines vice chairman
Romeo Cabarde told AFP.
Catholic
leaders and rights defenders have instead urged the government to reform a slow
and corrupt justice system which they said was likely to send innocent people
to death row.
Secillano
said bishops planned to dissuade lawmakers from voting for the death penalty
and would attend congressional debates next month.
Fear of
killings
Duterte's
crime war has drawn international criticism from the United States and United
Nations over concerns about alleged extrajudicial killings and a breakdown in
the rule of law.
Duterte won
May elections in a landslide on a promise to eradicate drugs in society -- a
mandate he often cited to defend his controversial campaign.

A survey by
Social Weather Stations released Monday showed while a majority backed
Duterte's drug war, 78 percent of Filipinos were worried that they or someone
in their family would be a victim of extrajudicial killings.
The survey
also showed 71 percent said it was "very important" that police keep
drug suspects they arrested alive.
Police have
repeatedly said they only shot at criminals who fought back but the nation's
rights agency has questioned this argument and has begun investigating cases.
On Monday,
Philippine National Police chief Ronald dela Rosa apologised for police
killings of criminal suspects but insisted these were done in self-defence.
"Lord,
I hope you forgive us even if the ones we kill are bad people," Dela Rosa
said during the police's Christmas party.
"If
the life of a policeman will be lost just to preserve the life of a criminal,
that's a great injustice."
Dela Rosa
added Duterte gave police hefty bonuses for leading the crime war.
Lebanon's new Prime Minister Saad Hariri speaks to journalists following his nomination at the presidential palace in Baabda, near Beirut, on November 3, 2016 (AFP Photo/ANWAR AMRO)
Beirut
(AFP) - Lebanon acquired a new 30-minister government Sunday led by Saad
Hariri, bringing together the entire political spectrum except for the
Christian Phalangist party that rejected the portfolio it was offered.
"This
is a government of entente," Hariri said of the new line-up formed six
weeks after the election of President Michel Aoun.
New
portfolios include an anti-corruption post and, for the first time, a minister
of state for women's affairs.
Hariri said
the Phalangist party had been offered a minister of state post but had turned
it down.
The new
government will have "at the top of its list of priorities to preserve
security against the fires ravaging our region," Hariri told reporters.
He stressed
that the government would act to "preserve our country from the negative
consequences of the Syrian crisis".
On November
3, former premier Hariri was nominated to form Lebanon's next government, but
the process was seen as likely to be hampered by deep differences with the
powerful Hezbollah movement.
Hariri, 46,
is anti-Syria and a fierce opponent of Lebanon's influential Shiite Hezbollah,
members of which have been accused by an international court of involvement in
his father's 2005 assassination.
But he was
forced to throw his support behind Aoun, their candidate for the presidency, in
order to secure his return to power as premier.
Hariri's
government will have two ministers from Hezbollah.
His
nomination and Aoun's election after a two-year vacuum have raised hopes that
Lebanon can begin tackling challenges including a stagnant economy, a moribund
political class and the influx of more than a million Syrian refugees.
Hariri also
announced the establishment of a state secretariat for refugees, and called on
the international community "to take responsibility for helping our
country bear the burden".
Lebanon is
due to hold parliamentary elections in May 2017, the first legislative vote in
eight years.
The current
parliament -- elected in 2009 -- has extended its own mandate twice amid fierce
disagreements over revamping Lebanon's electoral law.
"The
government will also work on the preparation of a new electoral law,"
Hariri said on Sunday.
The thorny
issue divides religious parties and communities in a country where politics is
based on parity between Christians and Muslims.

“. New Tolerance
Look for a softening of finger pointing and an awakening of new tolerance. There will remain many systems for different cultures, as traditions and history are important to sustaining the integrity of culture. So there are many in the Middle East who would follow the prophet and they will continue, but with an increase of awareness. It will be the increase of awareness of what the prophet really wanted all along - unity and tolerance. The angel in the cave instructed him to "unify the tribes and give them the God of Israel." You're going to start seeing a softening of intolerance and the beginning of a new way of being.
Eventually, this will create an acknowledgement that says, "You may not believe the way we believe, but we honor you and your God. We honor our prophet and we will love you according to his teachings. We don't have to agree in order to love." How would you like that? The earth is not going to turn into one belief system. It never will, for Humans don't do that. There must be variety, and there must be the beauty of cultural differences. But the systems will slowly update themselves with increased awareness of the truth of a new kind of balance. So that's the first thing. Watch for these changes, dear ones. ...."
